United States State Department Bans Strelok Ballistic App :: 03/04/2023

New sanctions against Russian interests include the popular shooting apps Strelok and Strelok Pro. Used for ballistic calculation, the apps were developed and maintained by Russian citizen Igor Vladimirovich Borisov. Igor was informed Saturday that he and, by extension, his apps were now on the sanctioned list.

The United States will continue to take actions against Russia until it ends its brutal war against Ukraine. Today, the Department of State is taking actions to increase the costs on President Putin’s regime. All targets are being designated pursuant to Executive Order (E.O.) 14024, which authorizes sanctions with respect to specified harmful foreign activities of the Government of the Russian Federation.

The Department is designating the following entities pursuant to Section 1(a)(i) for operating or for having operated in the technology sector of the Russian Federation Economy, and other associated subsections:

Igor Vladimirovich Borisov is the developer of Strelok and Strelok Pro, mobile phone applications used for ballistics calculations, which have reportedly been used by Russia’s forces in Ukraine.

Igor Borisov has maintained his ballistics app for over 10 years, and has been downloaded millions of times around the world. It is by far one of the most user-friendly ballistic calculators on the market, it’s also very reasonably priced. 

It’s genuinely sad that the shooting community will likely lose access to this resource soon.

Igor took to Facebook to inform users of what was happening:

I have sad news. The United States government has imposed sanctions on me. 

I don't know for sure, but I can assume that my apps will be removed from the Google Play Store and the Apple App Store. If this happens, I will be very sorry. Because I will lose the opportunity to implement my ideas (and yours), and you will not be able to use the result of this implementation. It is sad. I don't care about money.

I do not know how to appeal the inclusion in this list or how to get delisted. If anyone has knowledge in this area, I would be grateful for advice.

It is unclear if the app will be removed from Google Play and the App Store, but we expect it will be. If nothing else, the sanctions will prevent any updates until the sanctions are lifted.

Alternative Apps

In the meantime, if you need a new ballistic app, I would recommend HornadyApplied Ballistics, and Shooter.

While none of these apps are as easy to use as Strelok, they do provide outstanding data with a ton of options. Personally, I’ve been using Applied Ballistics for years.

We’ll update this story if anything changes for Strelok.
