This legislation provides for a citizen to have the option to apply for and "license to carry firearms" in a contiguous County. On one hand this is in direct response to the failure of Philadelphia to abide by Pennsylvania law regarding the issuance of "licenses to carry firearms" on the other hand it is a backhanded realization that citizens cannot be treated justly in certain bureaucratic circles like Philadelphia.
