Rep.Frank Burns is proposing a constitutional carry amendment to the PA. Constitution to cover up his vote against constitutional carry last month. This would put the topic into a three or four year process that requires it to pass general assembly session two consecutive sessions, and then be voted on by statewide referendum. Meanwhile the same thing exists in HB 454 sitting in judiciary and being stalled out by his party leadership, whom he won't abandon and he has not co-sponsored. This is something that won't pass his own political party and is being done just to remove pressure on him for his vote.
