This bill creates a two-tiered system for the carrying of firearms by law-abiding citizens. No license would be needed within the Commonwealth of PA for PA citizens but the current License to Carry Firearms would be available so that PA citizens could carry under Reciprocity Agreements in Reciprocal states.
