Illinois Self-Defense: Police: Investigation into deadly Oak Park shooting ongoing :: 06/01/2017

Oak Park police are continuing their investigation into the shooting death of a 16-year-old Chicago juvenile during what appears to have been an attempted robbery, officials said.

The juvenile, identified as Damon Phillips by the Cook County medical examiner's office, allegedly attempted to rob a 24-year-old Chicago man in the parking lot of a bank near Madison Street and Austin Boulevard at 11:15 a.m. May 27, Oak Park officials said. Phillips' home address was not known.

According to police, the two men exchanged gunfire before the alleged robber entered a waiting car and fled into Chicago. The 24-year-old man was detained at the scene by an off-duty Chicago Police officer, and was later questioned by Oak Park police officers, officials said.

The 24-year-old man has a valid Illinois concealed carry permit, police said.

Following the incident, the juvenile was transported to John H. Stroger Hospital, where he was pronounced dead at about 11:50 a.m.

Oak Park village spokesman David Powers said police are investigating how the teen got to Stroger Hospital.

"According to police, the [24-year-old] shooter is considered the victim at this point," Powers said. "The Cook County State's Attorney could decide otherwise based on the findings of the investigation, which is still ongoing."

According to a May 30 report from the Cook County medical examiner's office, Phillips' cause of death is listed as "gunshot wounds of the chest," and is classified as a homicide.

When reached for an update Tuesday afternoon, Oak Park police Cmdr. LaDon Reynolds would say only that the case remains under an active investigation.
