Mandatory background checks at shooting ranges. Would greatly expand record keeping on gun owners and place an unfunded mandate on shooting ranges with criminal penalties for non-compliance or sloppy record keeping. This would also impact every CMP (Civilian Marksmanship Program) shooting event.
